Festival Rules

anim’est 2012, Bucharest, 7th International Animation Film Festival

Rules and Regulations

 

Chapter 1 – Organizer and objectives

 

anim’est the Bucharest International Animation Film Festival, is an international competition festival organized by ESTENEST, a non-profit cultural association submitted to the Romanian law and seeks to promote cartoons and animated films from all over the world, encouraging the production of Romanian animated films.

 

 

Chapter 2 – Definition

 

Films can be entered for anim’est if they correspond to the definition of animation formulated by the International Animated Film Association, ASIFA: ”the art of animation is the creation of moving images through the manipulation of all variety of techniques apart from live action methods”.

 

 

Chapter 3 – Dates and deadlines

 

anim’est 2012 will take place in Bucharest, Romania from October 5th to October 14th 2012. There will also be a follow-up in Cluj-Napoca (October 26-28) and a special edition in Chişinău, Republic of Moldova (November 2-11).

 

Entry form, DVD and documents: June 15, 2012.

Arrival of the 35mm prints or .mov H264 HD files: September 15, 2012.

 

 

Chapter 4 – Competition categories

 

anim’est comprises seven official categories.

 

Official categories in competition:

a) Short film – less than 50’: short animated films made after January 1st 2010, which have not previously competed in any anim’est festival.

b) Feature film – more than 50’: animated feature films made after January 1st 2010, which have not previously competed in any anim’est festival.

c) Music video and advertising: short animated films made after January 1st 2010, primarily together with existing music covering minimally 80% of the footage or a short commercial film made upon a request to support the sale of a product or service or to promote a brand, program or event.

d) Student film: short animated films made by a student or a film school (graduation films or not) after January 1st 2010, which have not previously competed in any anim’est festival.

e) Romanian short film: Romanian animated films (local productions or co-productions) completed after January 1st 2010.

f) Balkanimation: short animated films completed after January 1st 2010, from the Balkan countries (Greece, Bulgaria, Turkey, Albania, Slovenia, Croatia, Serbia, Montenegro, Bosnia - Herzegovina, Macedonia, Romania).

g) Minimest: short animated films presenting an interest for a public of children aged 4 to 14, made after January 1st 2010, which have not previously competed in any anim’est festival.

 

 

Mosaic, tributes and retrospectives: short and long animated films reflecting the latest tendencies of the genre or selected on account of their role in the history of animated film, regardless of length, production date or country of origin.

 

 

 

Chapter 5 – Number of screenings

 

No film included in the sections of the festival will be shown at more than three public screenings for long feature and short films. ESTENEST undertakes to request written authorization from the producer in the case of additional screenings, either within the framework of the festival or outside it, except for screening in a different festival where anim’est is invited to be part of a special programme and except for the ‘best of’ compilation of the award winning films.

 

 

Chapter 6 – Entry form procedures for selection

 

There is no registration fee for films entered for the festival.

A producer, director or distributor wishing to enter a film or films for selection must provide the anim’est festival with:

- a pre-selection DVD for previewing

- full anim’est completed entry form

- biography and filmography of the director

- a CD-Rom press kit with stills from the film (the resolution should be no less than 300dpi)

 - a short synopsis  

- the English or French dialogue list for subtitling (please mention if the film is subtitled or not!)

The deadline for receipt of applications and all the materials for selection (DVD with other materials) is June 15, 2012.

 

Very important!! – In order to be selected for competition, the films must be at their first screening in Romania (except for the Romanian short films).

 

Chapter 7 – Selection committee and results

 

A special Selection Committee appointed by ESTENEST will be responsible for the selection of the films to be shown in all the sections of the anim’est festival. Their decisions are final.

The result of the selection will be made public on the web site of anim’est and to all the applicants, by a notice if the film has been selected or not, till September 1, 2012, the latest.

 

 

 

Chapter 8 – Formats of the prints

 

Films should, wherever possible, be provided in their original format till September 15, 2012. The festival prefers to screen 35 mm prints if possible, or .mov H264 HD files.

All the spoken films must have English subtitles.

 

 

 

Chapter 9 – Shipping details and return of films

 

The deadline for receiving the prints is September 15. The shipping expenses are the responsibility of the participants in competition. For the films in the Mosaic section, anim’est will support one way of the shipment especially the way back to the distributor or the next festival, wherever necessarily. The shipping details will be provided by the festival, on time for each participant.

The anim’est festival declines all responsibility for selected films that arrive after the final deadline or during the festival itself. In order to ensure the smooth running of the event, the festival reserves the right to cancel screening of films that arrive late.

 

DVD videos for selection will not be returned and will be part of the archive of the festival.

The festival undertakes to return prints no later than November 20, wherever necessary, and on time for any other event that requires them before this date.

 

 

Chapter 10 – Jury and prizes

 

In 2012, the films chosen for the official selection for the categories in competition will be judged by a jury designated by the festival‘s organizing committee. The Jury will award:

-          The jury prize of the Anim’est Trophy – for the best short film in competition

-          The best short film

-          The best feature film

-          The best student short film

-          The best video clip or advertising

-          The best Romanian short film

-          The best short film of Balkanimation section

-          The best short film of Minimest section

 

All the prizes will be offered to the directors and sent within one month from the end of the festival.  

 

Based on the votes of the public, the audience film prize will be awarded to the films from the Mosaic section of anim’est.

 

 

 

Chapter 11 – Unforeseen cases

 

All films submitted must comply with the conditions cited above. The anim’est festival is empowered to settle all other cases unforeseen by the current rules and regulations.

 

 

 

Chapter 12 - Jurisdiction

 

Participation in the festival implies acceptance of the current rules and regulations.  Should any contestation arise, it will be solved by the organizers considering the Romanian version of these Rules and Regulations and the Romanian legislation. The Estenest Association has the right to invoke force majeure as it is defined according to the Romanian legislation.
